If your voltage regulator is functioning correctly, there is no increase
in voltage at high engine RPM. Have you actually measured a voltage
increase? If so, you've got a voltage regulator problem. Or are you
just assuming the voltage will rise with RPM?

In any case, a device designed to plug into a cigarette lighter socket
ought to be capable of handling the voltage range found in lighter
sockets, including the occasional transient higher voltage when loads
are shut off.
