How is this not sufficient?

Most all GPSr, and all software that uses coordinates, can deal with
that format. There are also many ways to convert.

DDD.dddd or DDD MM.mmmm may be more common or easier to use, but the
conversion is not difficult.

Most paper topo maps have minutes and seconds marked along the
borders.

Working with maps and navigation requires being able to deal with
different coordinate systems, as there are no real standards.

That site looks very helpful, BTW, although the way they display the
DDD MM SS coordiaates could easily be confusing.
