I am the original poster.

I have already done some work with the TerraServer "urban areas" and
"aerial photos" maps. I try and use the "urban" photos first, but if
they are not available, I use the aerial photos.

I am able to draw the network if I know the lat/long of houses. I
guess one can figure out the lat/long via USAPhotoMap or something,
but it is not practical to identify individual houses by looking at
the photos. Especially when the streets/landmarks are not labelled.

One good thing about my problem is that I want to only identify
houses, that is, real addresses, accessible via roads. So there must
be other ways to identify them, GIS wise, if a GPS device would not
work.

Can I get accurate lat/long based on address? Online services that I
have looked at give me only the nearest interesection or something.
