It sounds like it is sending NMEA data from your test on the PC. The
SiRF chipset has customizable data so I think you should get a copy of
WinFast Navigator from LeadTek or an equivalent program that can change
the sentences sent by the unit. Do a soft reset to keep TomTom from
holding on to the port and try a test program to view the GPS
information on the Pocket PC. This will tell you if the GPS is ok but
there is a problem with which sentences are being sent. Be sure the NMEA
mode is selected and the baud rate is set to 4800. Check my ppc page for
test programs.
