Ok, I understand your location. I did a project in Indonesia a few years ago
where the gov bought 200 units. Had to start from scratch with no GPS
infrastructure.
If you get away with $1,400 in your proposal and win the bid, I'd use that
price (assuming it comes with an antenna). Then when it comes to purchasing,
I think getting something for less is definitely doable...just have to be
ready to act.
