They're getting close if not yet done so. Currently there is a small GPS
device used for the elderly and others with Alzheimer and other diseases
which cause memory loss. It can track their location from a mile via auto
and 8 miles via aircraft. I'm sure there's a way to attach something to a
person which makes it difficult to be seen and/or removed.
