There are plenty of those devices, however the best ones you would find in
Hobby shops. They are used for conditioning, charging/discharging, capacity
tests etc. Bad news: they cost $100 and up. Good news: they will work with many
different types of batteries (NICD, NIMH, Pb and sometimes even with Li-ion)
and all different capacities and voltages. If you have many different
electronic devices it may be worth to get one. For one GPS it's not. If you
want poor man device get inexpensive voltmeter, few 10 Ohm resistors (they have
to be rated at high power, like 10-20 Watts minimum and discharge the battery
pack with resistors. Use voltmeter to watch the voltage of the pack so it
doesn't go bellow 0.9 volts per cell (NIMH, NICD only, other chemistries will
have different limits) and time it. Use the formulas to calculate discharge
amperage, capacity etc. Make sure you don't go over the wattage rating on the
resistors as they will overheat and could do some serious damage (again use
formulas to calculate and double check with meters ampere function).
