In some places like LA about a quarter of the cars are not inspected, not
registered, and not licensed. It is easy to get counterfeit registration
stickers or scrape them off of other cars. I think, but not sure, that
this is common among illegal immigrants.
Obviously the tax would not be paid on these cars.
