So let me get this straight. They want to charge by the mile but have different rates based on
vehicle weight.

It seems like there is already such a mechanism: The Gas Tax! And it automatically factors in fuel
efficiency so that a 3-ton vehicle that gets 20 MPG pays more than a 3-ton vehicle that gets 10 MPG.

And it gets collected without building a new, potentially intrusive infrastructure.
