Garmin 2610 Route Calculation methods - Problem with BETTER and BEST routes

I just got my 2610, loaded the City Navigator maps, and set the
calculation method to BEST. It created a FASTEST route which was 15
mile with a drive time of 22 minutes. (These numbers came from the
"Current Route page") Just looking at the map I could see that it
passed up the closest freeway exit and took the next one.
Then I changed the calculation method to BETTER, but go the same
result.
When I changed the calculation method to Quick Calculation, it found
the closest exit and the route was 13 miles with a drive time of 20
minutes. So when I tell it not to think too hard, it comes up with a
better route. It seems like the BETTER and BEST methods could use
some improvements.
Has anyone else seen this behavior? Anything else I should be doing?
I'm running Version 6 of Navigator and firmware level 3.9.
Nothing is checked on the avoid screen.
