The argument is more complex than "wear and tear". A car may only cause
1/1000th the wear and tear of semi, but making the trucks pay 1000x what the
cars pay isn't fair either as the car would then get the benefit of the road
infrastructure for essentially nothing. The road is more than the
concrete/asphalt - it is the right of way, and impact it causes to
surrounding communities, the planning, and the benefits it acrues to all
users.

This argument has occurred over and over - what's the fair way to distribute
costs of essential utility-like services between taxpayers and between
users? We're not going to solve it here and you have to look at the issue
from many viewpoints.
