With GeoConv you can select points, which are within given distance from a
given point. However, if you don't any other conversion needs, studying and
setting up GeoConv is much too much work for this purpose only.
I think that the simplest way is to do it semi-manually. Just convert the
file to a column based format and select your points using sorting by
latitude and longitude e.g. using Excel and selecting the lines you want.
