Yes, that is a bug in Outlook Express - sadly it puts the signature and
the sig separator in the wrong place.

It is meant to be invisible. It is there as a way for programs to
automatically recognise where the signature begins. It was chosen a
something that people would be unlikely to put in an email or a news
message. Some people might want to have a line with just two dashes on
it but it is unlikely that people would want two dashes followed by a
space unless there was a specific purpose for it - such as this.

Many programs that recognise the correct sig separator will not quote
any text that comes after the separator. This is usually a good thing as
quoting the signature in a reply usually has no purpose. If the sig
separator appears in Outlook Express's default location (before the
quoted text) the quoted text would be stripped in a subsequent reply.
Fortunately Microsoft have thought of that and broken the sig sep by
removing the trailing space so it doesn't work anyway!
