When phase II will be fully implemented, a call to 911 will be recorded. For
privacy reasons the GPS receiver can not be activated remotedly by tiers.
Unless you have subscribed to a tracking service and explicitely authorize
some-one to track your phone. However, I think that carriers can always
track cell phones, but the question is whether they will admit it and hand
over the information to you. If this way a life is lost than that is the
price we have to pay for our privacy, according to some groups.
