Did you load drivers for the GPS mouse? On some USB devices you have to
load the driver before plugging the device in the first time so that the
system will find the right driver. After the first time the recognition
should happen automatically.

Then, to remove the device, you want to use the menu brought up by the
"unplug or eject hardware" icon (in the tray near the clock normally) to
stop the device before you unplug it.

If you can't find a USB device in unplug or eject hardware menu so you
can stop it, it usually means you can simply unplug it.

That Prolific bridge is an IC in the USB plug or cable that handles the
serial to USB conversion. It looks like it may be that your system is
finding the bridge but not the device connected by it.
