making certain that all cell phones with RF TRANSMITTERS are disabled.

If RF emissions are such a source of concern, you should avoid all
airlines and flights which allow laptops and cell phones to be powered
during any part of the flight.

It is not a safety issue when they arbitrarily IGNORE much greater
sources of RF emissions.
