Garmin Quest, City Select NA and partially unlocked maps

I have a Quest I bought about a month ago that has been just great to
use.

However, I did the unlock of the City Select North America by retrieving
the unlock code from the QUest but not all the US maps are unlocked.
Only western US - seems to be some arbitrary line between what is locked
and what is unlocked.

I thought all of US came unlocked with the product. Am I missing
something?
