Are you sure you installed all the map regions from the CDs to your PC?
During the installation you can select to just transfer selected regions (presumably for those who have limited space on their computer).


You can check (and, if needed, add more sections) by running the CitySelect Map Installation Wizard program).

I thought all of US came unlocked with the product.

Yes, earlier versions just came with an unlock for a single region but now they all get unlocked at once.
