I believe that the only problem with the 296 certification for IFR flight is
that its a portable unit and thus its configuration in an aircraft is
undefined. If the hardware installation can't be defined then it can't be
certified. But this is a hardware problem not a software or database
problem. Its my understanding that the software and navaid database is
certified and is the same as the database that is loaded into Garmin's panel
mounted and certified GPS receivers.
