For a PDA, look for an iPAQ 3630 (32MB) or (even better) iPAQ 3765 (64MB) PDA. Try eBay or pawn shops and you can probably get down to around $50 or so. That's just one PDA that I have used and had good luck with, there are others that will work as well.
Those have a serial input in the built in connector. You can build your own serial input/DC power cable with a connector from http://www.gomadic.com/gpstopdacables.html. They also sell some connectors with a multi-conductor pigtails attached, those are if you're not into small soldering work.
Regardless what the advertising may say, I don't consider a PDA practical for use for any period of time unless I have a DC power source available. They simply don't run long enough with a full time backlight and application like a nav program. It may suffice for an hour, maybe even two, but that's all.
You can run a number of softwares on the PDA depending on your navigations wants (marine, topo, street, etc.). If you want autorouting you'll have to look for a software package that includes that capability and data for wherever you are at.
Does your laptop have a USB port? If so, get a serial to USB converter.
If you buy Delorme's Street Atlas 2005 you will get software and autorouting data (street level for the U.S. and major/secondary Canadian roads) for the laptop/PC, and both Pocket PC and Palm OS PDAs.
