RTCM Issue of Data

Hello,

I am writing a rtcm data encoder as part of creating a GPS differential reference station. For testing purposes I want to send data with corrections of 0 to the GPS device, however the data is not accepted by the device (as it does not acknowledge that there is correction data). I believe the problem lies in the Issue of Data (IOD) field of the rtcm stream because when I use the IOD values from an actual reference station the GPS device will accept the data.

So I am wondering if anyone knows how the IOD value is determined? I understand that this value is used to determine if the data has been updated or not but am not sure where the value comes from.

Any help would be greatly appreciated.

Thanks,
Ken
