That will give your antenna a very poor view of the sky - it wants
ideally to see from directly above you down to the horizon in all 360
degrees around you. Can you do your tests from the roof of the
building? Otherwise you are severely restricting the number of
satellites received.

With only 3 satellites the GPSr has to assume an altitude so the
horizontal coordinates WILL be off - this is called a 2D Fix. With 4
satellites the unit can solve for altitude, and so your longitude and
latitude can be correctly resolved - this is called a 3D Fix. I'd
ignore readings from only 3 satellites.
