It implies that to me until somebody proves differently, normal
assumptions don't apply to marketting literature. They still refer to
the 140Mb of "supplemental map storage", if the pre-loaded memory was
totally user configurable (and it takes up only 1.8 of the 2Gig memory)
then the market-speak would likely be different (such as: 2+ gig of
"user configurable" memory preloaded with City Select NT)
