have a look at FreeGIS (http://freegis.org/)
They list all kinds of free GIS software

gdal/ogr is a translator geospatial data formats and uses ogdi to read
VPF (the vmap format)
it should be possible to generate bitmap images just by this combination
(but it's just a set of cmd line programs)
Almost all GIS programs understand the shape format
thuban is just an interactive map viewer
