City Select install problem

I bought a new, sealed copy of City Select North America v6. It came with two disks, "Disk 1 of 2" and "Disk 2 of 2". When I try to install it on my PC using the Setup.exe on Disk 1, the Install Wizard tells me that I should use a Setup disk to install it. The Install Wizard then halts the installation.

Should I have received a Setup disk with City Select North America v6? Am I doing something else wrong? The Autorun feature does not work with this disk either.

Garmin's email support says I can expect a response in 5-7 working days. I need it before then. Thanks!
