With good antenna placement, and probably using Mission Planning
software, you could consistently get near 3m accuracy using consumer
grade receivers. Fixed-site averaging will contribute, too.

To get better than that, you'll need to jump up a whole magnitude in
hardware, software & complexity (to the grade of gear in Sam's
reference).

If ~1m accuracy is really needed, be prepared for a dramatic increase
in cost & complexity.
