There are far more national forests, and with larger extent, than national parks. Some national forests are hundreds of miles from any national park.
The 24K Topo maps on CD cover *every* national park, so far as I can determine. In Calif they cover many, but not all, national forest and national recreational areas -- and so go well beyond the "national parks" in the specification.
I find the 24K Topo (West) set very useful for my hiking needs. But YMMV, depending on the part of the country and where you hike.
