There are no criteria for the group. there may be criteria for particular NNTP servers (i.e. some will scrap spam posts, or post with attachments). Most likely whoever you used for a news server (your ISP?) is just doing a lousy job. Try news.individual.org or .net or whatever they are called this week for reasonable service for beer money.
