There is a linux app called GPSdrive which does just that.
Wi-fi is too short range for such an application, roughly 300m, you'd be able
see the other vehicle, however a laptop connected to the net over GPRS or 3G
would do the trick.
I'm not sure of how bandwidth hungry it is, I've only played with it on a
desktop.
Various bus companies are starting to use similar technology to provide
realtime info to passengers.
