Please advice which GPS for Nicaragua

I need to immediately buy a GPS for use in Nicaragua for maybe 2-3
hundred US dollars but more if worthwhile
---I would like to make maps from JPG scans and use proper computer
program to convert and install in GPS
---No commercial maps available for Nicaragua except Garmin world map.
---Decent screen for use in car but prefer AA battery powered for
portable too
---Would like to get waypoints from Google earth ahead of time and enter
them for later use there.
--- Also would like to store waypoints and waypoint tracks there for
easy return to same spot.
---May interface to laptop also, NEMA interface??
---SiRFstar III ???
---Any other important stuff I missed.
