Are you using a USB to COM (serial) port adapter?
What's happening if that, when Windows detects a new COM port added, it runs
off and checks to see if a serial mouse is connected to that port. If so, it
opens and locks the port for itself. So guess what? NMEA data looks close
enough to data generated by serial mice that Windows gets confused and decides
your GPS unit is actual a serial mouse and your cursor starting going crazy!
Solutions: If it's a USB to COM port adapter, insert the adapter first, wait
until Windows is finished installing the drivers (and testing for a serial
mouse), and THEN plug in or turn on your GPS adapter. Some USB to COM port
adapters have a driver option that'll prevent windows from doing the
testing... for FTDI brand chips, in the "advanced" setting for the adapter
under properties device manager, you can to unclick the "Serial Enumerator"
box.
If it's not a USB-based serial port... uh... tell the GPS to not output serial
data when you're connecting it to your PC? And then switch after it's
connected? I've never had the problem with legacy serial ports so you might
have to experiment a little.
