I have a colleague who has a 30' sail boat. He has a new laptop which he'd like to use for this and was asking me about maritime navigation software. I told him he would need a mouse gps, the laptop and software, I'm just not sure what's available or what's generally used?

He sails locally coastal off NY, NJ area.

Seaclear II is a good (arguably the best IMHO) freeware for marine navigation.

If I were going to buy a marine navigation package I take a look at the trial versions of Coastal Navigator, Fugawi, Ozi Explorer, The Capn, and The First Mate.

And here is where he can download the free NOAA Raster Navigation Charts (RNC):

Free for the downloading marine charting, is this a great country or what?
