Seaclear II is a good (arguably the best IMHO) freeware for marine navigation.

If I were going to buy a marine navigation package I take a look at the trial versions of Coastal Navigator, Fugawi, Ozi Explorer, The Capn, and The First Mate.
And here is where he can download the free NOAA Raster Navigation Charts (RNC):

Free for the downloading marine charting, is this a great country or what?
