If the present practice is generally regarded as grossly unfair, then why is
he looking for a "legal" way to unlock maps which he considers to grossly
unfairly "locked"? Why not just ignore the legal issues and trust to the
good old American sense of justice?



He wants to do the right thing, as most Americans would do, contrary to what you might believe. You really should not but much credence behind stereotypes.
