That is not really true. In fact any map-able GPS will have more than
sufficient hardware to match the sophistication of a USB dongle. There
is CPU/RAM for crunching cryptographic algorithms, there is non
volatile memory (also parts unaffected by hardware resets such as boot
loader/firmware) for storage and there is either a USB or RS-232
interface for PC to GPS data exchange. My point is simply that a change
of policy is not limited by the hardware we own.
