Garmin is getting the unlock code money. As far as I can see, Garmin does not waste any of the money on a system that invites inputs for corrections from the people that they have sold it to.

So it is a closed loop system where consumers can feed data to NavTeq to improve the data, NavTeq uses the improvements as the basis to sell the data to Garmin again (hopefully with no consideration shown for previous purchases), and Garmin then turns the data around again and sells it to the consumers, again with no consideration being shown for previous purchases or brand loyalty.

It would be interesting to know what the licensing and production costs on a MapSource NACS CD is.
