Amen. The USGS quads are the holy grail of topo mapping IMO. I just
wish I could use them easily on a rugged, self contained for power,
handheld GPS receiver like my Magellan Meridian.

I'm not making any promises here, but I'm working on a project to do just
that.

Note that high quality topological map data from the USGS can be added
to Garmin receivers as described here:
http://home.cinci.rr.com/creek/garmin.htm
using public domain and freeware sources. The detail is particularly
good when using the 10m grid DEM data - and the topology maps can be
made transparent so they display on top of any other maps you may also
have loaded in your receiver (such as streetmaps with more up-to-date
detail than available from USGS).
