You can't use it unless can use it?
Unless you buy MS S&T. Unless you have a cable that fits both your GPS and
your PC. Unless you buy software that works.
NMEA is a protocol. Nothing is said about how it gets from one device to
another. The serial cables still exist, less than $20. The GPSGate works
if you want to use a USB port, but it costs more than a serial cable.
If your laptop doesn't have a serial port, that seems like a laptop
limitation, obviated by the purchase of an adapter.
