Thank you for comments on Mapsource. But my need is _explicitly_ for a WEB based (read free) route planner to demonstrate "proof of concept" -- as in applicability to our specific region.
mapquest.com claims to have the intersection-to-intersection specification method I want. It wasn't working the last three time I tried. I'll try again and with a different browser.

You can also set it to take the "fastest" route, or "shorter distance." And, to prefer highways or minor roads. You would have to identify logging roads yourself (under Preferences, Routing, Advanced) and set it to avoid them (Avoidances). It may require a little monkeying around, but I can usually get what I want.
One other point, the Avoidances don't transfer to a GPS :(

Specifically I am a Red Cross Hospital Services Courier covering southern Missouri and northern Arkansas.
I'm trying to optimize our routes.
Simple "start address", "end address" will not work.
[I know of *NO* routing software that accounts for route being heavily used by logging trucks or tourists]
[ the *theoretical* minimum time/distance route
would use us-65, ar-27, ar-14
THAT route would have at least two problems
a. heavily loaded logging trucks
and/or
b. tourists ;{
That inclines me to restrict routes. ]
