I'll also add that Garmin is not the only culprit (in this case)... They
buy their cartography from a supplier, and I believe that the license rules
of said supplier (Navteq) cause some of these problems...
Garmin's rules, including allowing use of two receivers with each
NavTeq-based map product, seem more liberal than those of other vendors
using NavTeq maps. And I'd note that Garmin doesn't use unlock codes
or other physical restrictions at all on their USGS-based topo maps
which is consistent with the restrictions being imposed on them by
NavTeq.
