Not necessarily. Even bottom end GPS units normally have a port where you can connect your PC to upload waypoints and routes (a route is just an ordered set of waypoints).
Until recently I would have said that, too. But few weeks ago I taught a beginning GPS class, and some of the students brought units with them (We supplied GPSRs to those who had none).
One student brought a Magellan he had received as a gift, Explorist 200, I believe. I was quite surprised to find it appeared to have no serial port .. or any way to transfer waypoints or update the firmware. That evening I downloaded the manual for the unit and, so far as I could tell, it does indeed not have a port.
