Hi Anna,
In the USA some States are still deciding which time zone they're in
- sometimes it even depends on which County in the same State! This
article offers some explanation - your job will not be easy.

The USA switches to Daylight Saving Time on a different day to when
we in the UK switch to British Summer Time. Some Countries don't
switch at all.
What about the accuracy of your Lat/Lon coordinates? How will you
decide if you are too near a time zone divide to be sure about which
zone you're in? GPS receivers do not switch time zones automatically
- for several very good reasons.
Good luck, Eddy [UK]
It's worse elsewhere: There are countries with partial hour offsets.
