Normalised data formats ?

In the past, my software was done to handle one specific GPS model that
didn't even support the Product capabilities protocol.
Now, I would like to support the PCP. (garmin). However, looking at the
various data formats, there are a number of differences, lots of new
fields, and many fields present in one format but not on the other.
Is there some record format documenation somewhere which provides an
all-encompassing record format for waypoints and tracklogs (as wells as
those ither features like laps etc) that I could use as a baseline to
save stuff to file ?
A few years ago, there was a yahoo group that tried to define an XML
schema. Has anything "official" been achieved on this ?
Also, what is the current thinking on uniquely identifying a waypoint ?
On my old GPS II+, the waypoint "key" was 6 characters. On my new GPS
(expecting it today :-), it seems to be a null terminated string and I
haven't seen any limit on its length. Should the lowest common
denominator be used for all devices ?
Because routes consists of waypoints that are likely to already be
uploaded to the GPS, I want to make sure that the route waypoint replace
those already loaded if they have the same key.
