Yes, I'm inclined to go with the "not enough internal RAM to store
downloaded routes, so we've switched it off" option.
So, OK, not a 'bug' a 'Non Conformance'.
I really get the feeling the h/w guys where way ahead of the s/w guys
for this unit...
Now they have writing tracks to the flash card under control... maybe
they'll write proper, normal, with directions type routes to flash as
well and switch the functionality back on.

This clearly is the difference. Garmin, probably for marketing reasons
rather than technical ones, has chosen to limit the capability of this
unit to only using autoroute calculations that are done on the unit
itself. Perhaps, with the other features, they were tight on rom space
but there is no other technical reason for it. The is a handheld and
Garmin likely didn't want it to compete to closely to the car units. In
addition they are likely trying to preserve the differentiation of
routing done on a PC with mapsource using metroguide with routing using
city navigator on the device itself. For whatever reason it is the way
they designed it.
And designing it differently than you would is not a "bug".
Exactly true
