PPS? Yeah, I guess that could be it, given NASA is a U.S. government
agency with that sort of access -- and they do have reserved bandwidth
on the TDRS satellite system for their missions; a service normally
available mostly to the military.
It's just not immediately clear to me if they elected to use PPS alone
or PPS/SPS plus LAAS type corrections, or some combination thereof.
