Different position of the sats (more north) ==> better coverage.
Stronger signals ==> easier to catch. Or with user words, better
coverage in cities and the mountains.
Dual frequency as optional (??????) service towards cm resolution for
civil appliance ==> e.g. "automated" or at least totally blind (fog)
aircraft landing or ship navigation in critical places based on it.
