Both units will send a satellite status report packet with only
12-channels of information in it. On both units the packet format is
variable size, with a size field describing the amount of data to
follow. It would be easy for them to send 20-channels of zero-padded
information instead of 12-channels. In both cases they only ever send
12-channels.

With 3 WAAS satellites in sight here, I'd expect to see 15 satellites
above the horizon during some times of the day. If the unit was
configured to have 20 channels I'd expect the satellite status to show
at least 15 active slots, where it was showing the carrier/noise ratio
of all the prospective satellites.
