I converted some gpx files to html for easy web page display, using GPSbabel -i gpx -f 2006-08-21.gpx -o html -F 2006-08-21.htm
That works reasonably well, but it leaves me with output in degree-minute,
instead of the decimal degrees that I would prefer.

I don't see a switch to make it produce decimal degrees.
The txt and html outputs are both degrees-decimal minutes, and csv is in
decimal degrees.
Is there a switch that I've missed seeing?
Have you read about LAT_DECIMAL and LON_DECIMAL on:
http://www.gpsbabel.org/htmldoc-1.3.0/style_define.html
Maybe that can be of help to you.
