Does "Say I have the following GPS position" mean that you've made this one
up as an example or do you mean that you actually do have this reference?
If the latter then can you say approximately where you think that it is
located?

I wondered if the units could be milliGrad - where there are 400 grads in a
circle (ie 400Grad = 360degrees). If so then applying the WGS84 datum
(almost certainly incorrect) would put the point in the Mediterranean about
25 miles south of Montecarlo. Alternatively if West is defined as positive
then it would be in Northern Spain about 50miles East of La Coruna.
