Anyone know where I can track this info down? DHS doesn't address it.
No problem on any airline with carrying GPS receivers in either checked
or carry-on luggage. You shouldn't turn on such a receiver (or other
personal electronic devices) during either the take-off or landing
portions of the flight, but most airlines allow use during the cruise
portion (above 10 kft). A few airlines, incl. American Air, don't
allow use at any time of the flight - but you can still carry them in
your luggage.
A reasonably current list of airlines and their policies with regard to
in-flight use can be found at gpsinformation.net.
