Garmin PVT again

Greetings. This question was asked previously in this newsgroup two
years ago but the answer appears to have been somewhat equivicol.
Has anyone here experience with the Garmin PVT protocol command? I've
written much code to interface to my Garmin handheld receiver and it
all works great except for the PVT command. I though that I needed a
"fix" before it would work, but even with a "fix" the device does not
deliver PVT packets--- it just sends an ACK stating it received the
startpvt command correctly.
My question is, do some Garmin models not support PVT? Why would a
device, that has a 3D fix, not send PVT packets when asked to?
Thank you for your time and attention. :-) Some days I really hate
computers, though GPS receivers are still cool.
